You'll have to delete all pre-existing dimensions drawn in the incorrect scale, then redraw them to see the change.
Unfortunately dimension text does not change its scale if you change the drawing scale after you draw all dimensions and entities, that is why, in my first response, I told you that it "DID work", BUT...."You probably didnt redo your dimensions afterward (which is required)".....
The only thing that you can do is to delete all dimensions and draw them back while you are in the correct drawing scale, you dont have any other choice really.
On a good note, you know how to setup your drawing scale now, just make sure you do it before you create your dimensions or you'll have to delete and redraw them again
